PRELIMINARY DATA. The goal of this parcel mapping project was to digitally map all parcels in Marinette County. Maps are created and maintained in an AutoCad environment by District. This data set is a combination of all the individual district files. A parcel shapefile will be periodically created for use in the GIS. Parcels are mapped in the Marinette County Coordinate System. Parcels in Amberg, Beecher, Dunbar, Niagara, Pembine, Silver Cliff, Stephenson and Wausaukee are PRELIMINARY (Quality control is not complete). The parcels are tied to the PLSS. The PLSS network consists of monuments with Survey Grade GPS coordinates and the 1-24k Landnet.
Parcels are created from deeds recorded in the Marinette County Register of Deeds Office. Recorded plats, CSM's, and Condos were used. Any Surveys recorded in the Surveyors Office were also used.
All digital map files shall be based on the Marinette County Remonumentation Program utilizing the Marinette County coordinate system. The PLSS section and quarter section lines to be used for the basis of this parcel mapping project are a compilation of WDNR landnet and GPS corners from the Marinette County Surveyor's Office. Fractional sections will be prorated by the Marinette County Surveyor. Other survey data may supplement that information to supply parcel location information. The following information must be investigated and properly applied to complete this parcel mapping project: 1. a listing of current parcel information, which will include the name and mailing address of the current owners, an abbreviated legal description and acreage, and if available the last deed of record. If the last deed of record is not noted, research must be done to find a deed for the parcel. 2. any parcel maps previously hand drafted by Property Listing (parcel mapping is sparse) 3. surveys (including recorded plats and certified survey maps) 4. highway projects 5. DOT gas tax maps 6. Digital USGS maps 7. any other sources common to retrace or identify land boundary locations Extensive title reviews will only be performed in the event problems exist. Hydrography, railroads and highways are to be constructed using surveys, deeds, USGS maps, DOT gas tax maps, GIS map layers and any other source of reference which can assist in the location of these features when no other record exists. Marinette County will supply orthophotography. All highway acreage, except for private roads, is deducted from abutting parcels. Highway widths are 4 rods unless documentation is provided to indicate otherwise. Such documentation shall be referenced and noted on the map or the mapping notes. Private roads shall be shown on the map as a parcel, or as being part of a parcel, and the acreage for the private road shall be included in the parcel's acreage. Highway names shall be checked against the county road name listing and be consistent thereto. Parcels shall be constructed by inserting all recorded plats, certified survey maps, and plats of surveys (mortgage surveys are never used) beginning with the most recent of record and then going back in time. Deeds of record, in recording order, are then utilized along with any other pertinent data to assist in locating parcel lines and/or highway rights of way. When a parcel is listed on the tax roll with a metes and bounds legal description and deed reference, that reference usually is the first split deed of record wherein the parcel was originally created. Therefore, that deed should be utilized for mapping, unless the researcher determines that the last deed of record is identical to the first deed. It is expected that these maps will be created using the same methodology. All "metes and bounds" parcels shall show a parcel number, recording information and acreage. Acreage shall be computed for every parcel while mapping. All platted (lot/block and certified survey map) parcels shall show a parcel number and an acreage. If room does not allow the acreage to be shown on the map, it shall be placed on layer "DEFPOINTS" so it can be utilized for the assessment roll. The parcel number, complete with all leading and trailing zeros, will be inserted as a single string on layer "ID Number". This text string must have a single insertion point, and the lower left corner of the text string needs to be within the parcel. All parts of a segmented parcel must have the complete parcel number assigned to the "ID Number" layer. This will facilitate connection to the County AS400. If the parcel has been surveyed, and the survey will be drawn on the layer "Plat-Survey" the designated survey symbol shall be applied within the parcel boundaries. If the parcel is part of a certified survey map, the lot and csm number shall be shown. It is not necessary to create a polyline around the exterior boundary of the csm. If the parcel is a part of a recorded plat, the lot and block shall be shown within the parcel if possible, in a location which does not obstruct or overlay a parcel number or a distance. The name of the plat should be located across the entire plat, and depending on the size of the plat, may need to be duplicated several times so that it appears when plotted. Do not use punctuation in the plat name. All plat boundaries shall be drawn using a closed polyline. Condominiums shall be treated the same as a plat, however all of the parcel numbers for the individual units shall be listed within the condominium polygon. All parcel numbers for individual buildings/units shall be represented within a stylized polygon. Footages for metes and bounds descriptions are not shown on the map unless they are used in the legal description on the recorded deed. The footage on the deed is always shown on the map, even if it is incorrect. For instance: A retracement survey has been completed but the footage used on the survey has yet to find its way onto a new recorded deed. In this case, until the deed is recorded, the old record distance is shown on the map. The new surveyed distance is used to create the parcel on the map, but the deeded distance is displayed. There may be times because of space constraints when a recorded distance cannot be shown on the map. Care should be taken to be sure that a parcel footage is not overlain. Using leaders to clarify the beginning and ending point of a footage should be used sparingly. Bearings are never displayed on the map. Title and mapping problems encountered while preparing the maps should be noted on a per parcel basis in parcel number order, and submitted with the semi-final map(s). Notes should include gaps/overlaps, parcels that do not close, unusual situations encountered, and assumptions made during the mapping process. These notes will be made clearer by the COUNTY and placed on file, or on the data base against the specific parcel. See Property Listing for layering scheme.
